On behalf of Governor Gary R. Herbert of the great State of Utah; Val Hale, Executive Director of the Governor's Office of Economic Development, cordially invites you to be their guest at the Utah Opportunity Zone Informational Meeting.

Opportunity Zones is a program established by The Tax Cuts and Jobs Act of 2017 designed to encourage long-term investment in low-income communities. The program establishes tax incentives to encourage private individuals to invest unrealized capital gains in projects located within high poverty communities.

Governor Herbert designated 46 census tracts in Utah as Opportunity Zones, which the Treasury Department consequentially certified.

John Lettieri

John Lettieri

John Lettieri is Co-founder and President of the Economic Innovation Group (EIG). He leads EIG’s policy development, economic research, and legislative affairs efforts to study and address regional inequality and the decline of economic dynamism in the United States.

John's career in public policy has included time in both the public and private sectors working with a diverse set of policymakers, entrepreneurs, investors, and global business leaders.

Prior to EIG, John was the Vice President of Public Policy and Government Affairs for a leading business association, the Organization for International Investment (OFII), where he led the organization's state and federal policy work on such issues as tax reform, trade, investment promotion, and manufacturing. Before joining OFII, John was Director of Public and Government Affairs for a global aerospace manufacturer. He previously served as a foreign policy aide to former U.S. Senator Chuck Hagel, who was then a senior member of the United States Senate Foreign Relations Committee.

Jeremy Keele


Jeremy Keele is launching an impact investment fund focused on using private capital to improve lives in disadvantaged communities across the US.

Until recently, Jeremy was the President & CEO of the Sorenson Impact Center at the University of Utah, whose mission is to marshal capital for social good, empower evidence-based programs and policies, break down silos across sectors, and equip the next generation of leaders with social purpose. Under Jeremy’s leadership, the Center grew from two staff in 2014 to over 35 in 2018, with an additional 50 graduate and undergraduate student fellows working on live projects and investments around the world every year.

Prior to the Sorenson Impact Center, Jeremy was senior advisor to Salt Lake County Mayor Ben McAdams from 2012 to 2014. During his time in government, Jeremy advised the Mayor on his key policy initiatives, including social policy, transportation, homelessness, criminal justice, health, culture and the arts, and economic development.

Prior to his time in government, Jeremy was a corporate finance and mergers & acquisitions attorney in New York, London, Moscow, and Los Angeles with the law firms of Cleary Gottlieb and Latham & Watkins from 2006 to 2012.

Jeremy received his Juris Doctor from New York University and a Master in Public Administration from Harvard's Kennedy School. Jeremy received a BS (Biology) and a BA (French) from Brigham Young University in 2001. Jeremy is married and has four young boys.
